Quickest, Least-Expensive Strategy Options

Strategy Analysis: What's the quickest, least expensive way of preserving your community and environment from the impact of a poorly conceived development project? A CEDS initial strategy analysis can get you the answer to this question in one- to two weeks.

For most land use and environmental issues there are a dozen or more potential strategy options. Identifying these options, then selecting that most likely to produce victory, can be a daunting task for those new to land use and environmental advocacy.

If your case is simple and you have the hundred or so hours required to win most cases, then begin by pursuing the actions described in Chapter 1 - The Easy Solution.

If you lack the time or your case is complex, then consider retaining CEDS to prepare an initial strategy analysis for you. In most cases we can complete an analysis within one- or two-weeks for a fee ranging from $800 to $1,200 depending upon case complexity. If there is a need to travel to your area then the fee might increase by another $300 to $500. But usually we can complete the analysis from our Baltimore office.

In most instances we urge our clients not to request a written report, such as the following. We find that citizens' limited funds can be better spent on other actions. Instead, we suggest discussing the results by phone or in-person. Project identifiers and other names have been changed since these cases could become active again in the future. Smith River Estates  (15 KB)
This complex project involved nearly two thousand proposed housing units; 190,000 square feet of commercial development; a golf course; and a marina on nearly a thousand-acre site. Our clients' core concern was impact to a highly sensitive creek. We urged our clients to negotiate with the applicant. This analysis laid out the strategy for defeating the project before the local Planning Commission if negotiations were unfruitful. Shortly before the hearing our clients won a settlement which virtually eliminated negative impacts to the creek.

Brownville Rubble Landfill

At issue was a proposed landfill for construction and demolition waste. The project threatened a multitude of potential impacts: truck traffic, property value loss, health effects, air and water pollution, damage to a historic church, wetland impacts, viewshed deterioration, noise, and odors. This strategy analysis advocated action on a political and legal front. Our clients won on both fronts.

This was a relatively simple case involved 20 proposed lots on an 83-acre site. Our clients core concerns were: likelihood of traffic accidents due to poor sight distance; viewshed impacts; damage to area streams and wetlands; property value loss; and potential pollution of drinking water wells. Our clients won at the administrative hearing level. The applicant then revised project plans in ways which resolved our clients' core concerns.
